Pakistan B.Tech Action Committee

On demand of Diploma of Associate Engineer (DAE) Associations of Pakistan, the Bachelor of Technology (B.Tech) Pass and Bachelor of Technology (B.Tech) Hons Degrees were launched by the Govt. of Pakistan in 1973 on the same lines as in India. 


The equivalency of two years B.Tech Pass Degree was decided by the Ministry of Education and Provincial Coordination Govt. of Pakistan as at par and compatible to the two years B.Sc Pass Degree whereas two years B.Tech Hons Degree as at par and compatible to the four years B.Sc Engineering/B.E Degree.


University Grants Commission (UGC) Pakistan also decided the equivalencies of both B.Tech Pass and B.Tech Hons Degree as mentioned above. (Record can be verified).


In 1975, the Pakistan Engineering Council (PEC) was established under PEC ACT 1975.  Initially, the PEC recognized the above mentioned UGC Equivalency Decisions for B.Tech Pass and B.Tech Hons Degrees.  But later on, PEC disagreed and changed its stance due to their ill-intentions that B.Tech Hons Degree is not equivalent to the B.Sc Engineering/B.E Degree as both are two different streams in the field of Engineering and Technology.  UGC also amended its decisions, accordingly.


The PEC directed to all Public and Private Sector Engineering Departments and Universities to do not treat B.Tech Hons Graduates equivalent to the B.Sc Engineering/B.E Graduates and to amend their Service Rules and Admission Rules.  The PEC is doing the same up till now and declaring the 4 Years B.Tech Hons Degree inferior from the 4 Years B.Sc Engineering/B.E Degree.  These reflect the feudalism in the Engineering Profession and against the National Interest of Pakistan.  Every Nation is looking to get the Technological Development and Foreign Reserves but due to the PEC, Pakistan is wasting their highly Professionals i.e. Bachelor of Technology (B.Tech) Graduates.


In this situation, many B.Tech Hons Degree Graduates (as an individual or as an Association) have been engaging theirselves to get their due rights via Courts, Meetings with Govt. Authorities, Peace full Protests and Press Conferences etc. 


It was felt that there should be a National Level Platform for the B.Tech Degree Graduates in Pakistan to represent whole the B.Tech Community of Pakistan and to negotiate with the Government Authorities for the establishment a separate Technology Council enacted and promulgated by the Govt. of Pakistan, for their due rights, i.e. Accreditation of Technology Degrees and Registration of Technology Degree Graduates of Pakistan, Regulating the Pakistani Universities/DAIs offering Technology Degree Programs and Awarding Licenses to Technology Firms and Contractors to operate their Business in Pakistan.  A B.Tech Association named Pakistan Council of Technologists (PCT) Isalmabad took an initiative and called a First National Level Meeting of all Pakistan B.Tech Associations at Islamabad on 14th May 2010 at 05:00pm. 


Following B.Tech Associations participated in that meeting:


  1. Pakistan Council of Technologists (PCT) Islamabad – Host

  2. Pakistan B.Tech Graduates Society (PBGS) Gujranwala

  3. Pakistan B.Tech Engineers Community (PBEC) Lahore

  4. B.Tech Engineers Association (BTEA-KPK) Peshawar

  5. B.Tech Enginees Association (BTEA-Karachi) Karachi


In result, a National Level Joint Platform was established named as Pakistan B.Tech Action Committee (PBAC) whose members include the Chairman of each B.Tech Association or his one nominated representative in case of un-availability. 


It was unanimously decided that PBAC will negotiate with the Government of Pakistan on one point agenda, i.e. Establishment of Pakistan Technology Council (PTC) as an entity under the Ministry of Science and Technology (MoST), which will be separate and work in parallel to the Pakistan Engineering Council (PEC).


Chairman PBGS Gujranwala Mr.Muhammad Yaqoob Raza was elected as Convener PBAC.  Chairman PCT Islamabad Prof. Javaid Iqbal Sheikh was elected as Deputy Convener PBAC.  Chairman PBEC Lahore Mr.Nouman Abid Chuhan was elected as General Secretary PBAC.  Chairman BTEA-KPK Mr.Wajid Ali Khan was elected as Treasurer.  Remaining Chairmen are members of PBAC.
